Most likely it's the sending unit in the tank, not the gauge. If you trace the harness you can confirm which wire and ground it out to get the gauge to move. If that works its definitely the sending unit, which its most likely anyway.

You can either drop the tank or cut a hole in the trunk to get the sending unit and pump out of the tank. Then you can check the sending unit, may need to be replaced...
