Is it illegal to sell those in VA or just to have one in the car?

I think its illegal to sell and have. Though since I don't have the power cord for this, I would think it would be okay to sell a non working one....:)

it's illegal to have one plugged in in your car and for the stores to sell them.

It's not broke, just don't have the power cord for it. You can buy a new power cord for $10 online...
